C2S Programme EDA Tools: What Enrolled Colleges Get

C2S programme EDA tools list: the Synopsys, Cadence and Siemens products named on c2s.gov.in, mapped to each chip design stage with a free equivalent.

⚡ Quick Summary

Under the Chips to Startup (C2S) Programme, enrolled institutions get centralised academic licences for EDA tools from eleven vendors listed on c2s.gov.in, including Synopsys, Cadence and Siemens. The licences cover the whole flow from simulation to physical verification and are restricted to teaching and research. Every stage also has a free open-source equivalent you can practise on today.

1. Introduction & Core Motivation

Commercial chip-design software is priced for companies, not colleges. A full digital flow needs a simulator, a synthesis tool, a place-and-route tool, a timing sign-off tool and a physical-verification tool, each licensed separately. That cost is a large part of why many college VLSI labs stop at FPGA boards and a simulator.

C2S addresses this with centralised licensing through the ChipIN Centre at C-DAC Bengaluru. News reports name the vendors and the number of institutions, and leave students with two unanswered questions: which actual products are on the list, and which of them matter for a fresher interview.

This article answers both from the product lists published on c2s.gov.in, maps each tool to the stage of the design flow it serves, and names the open-source tool that teaches the same concept. After reading, you will know what to ask your lab in-charge for, what to learn first, and what to use if your college has no access.

2. Detailed Technical Breakdown

Which EDA Vendors Are on the C2S List?

Eleven vendors were listed on the c2s.gov.in tools page for academia and R&D in October 2026: eight global and three Indian. Each entry is marked "centralized access" and links to a product-list PDF.

GroupVendors listed on c2s.gov.in
GlobalSynopsys, Cadence, Siemens, Ansys, Keysight, Silvaco, Renesas-Altium, AsterQuanta
IndianCadre, Compcarta, Banashree Systems

Other official documents name slightly different sets. The Press Information Bureau (PIB) explainer of 18 January 2026 also lists IBM and AMD among tool providers, and a government statement reported in August 2026 mentions AMD-Xilinx. Treat the c2s.gov.in page as the current list and check it before you plan a project around a specific tool.

Which Synopsys, Cadence and Siemens Products Are Actually Included?

The three largest lists include complete front-end, back-end and custom-design flows, not just simulators. The names below are taken from the vendor PDFs on c2s.gov.in.

VendorBundle or groupProducts named in the list (selection)
SynopsysFront End University BundleVCS, Verdi, Design Compiler, Formality, PrimeTime, VC SpyGlass, VC Formal, TestMAX, Synplify

The Cadence document lists 179 products, and the Synopsys document lists seven university bundles. Whether a given product is enabled for your institution depends on what your faculty requested and on the licence agreement, so the list is a ceiling, not a guarantee.

Which Tool Does Which Job in the Design Flow?

Each tool serves one stage of the RTL-to-GDS flow, and learning the stage matters more than learning the brand.

How Much Are These Tools Being Used?

Usage is large: PIB reported more than 175 lakh EDA tool hours across the national infrastructure by late 2025. Its release of late November 2025 split that into over 1 lakh students using more than 125 lakh hours and 90-plus start-ups using about 50 lakh hours.

The Andhra Pradesh figure works out to roughly 19,000 tool hours per institution on average, which suggests real lab use, not licences sitting idle.

What Are the Conditions on Using C2S Tools?

C2S tools may be used only for teaching, instruction and research. The c2s.gov.in request page for institutions outside the funded group requires an undertaking on letterhead to that effect, plus an End User License Agreement signed with the vendor.

That rules out three things students sometimes assume are fine: commercial or freelance design work, a start-up's product development, and sharing credentials outside the institution. Domestic start-ups and MSMEs are directed to the Design Linked Incentive portal, chips-dli.gov.in, for their own tool access.

The portal describes access as centralised through the ChipIN Centre. It does not publish the login mechanics for students, so ask your institution's C2S faculty contact how lab machines connect and whether remote access is allowed.

3. Practical Takeaways for Students

  • Exam angle: In a viva on VLSI design flow, name one commercial and one open-source tool for each stage: simulation (VCS, Icarus Verilog), synthesis (Design Compiler, Yosys), place and route (Innovus, OpenROAD), timing (PrimeTime, OpenSTA), physical verification (Calibre, Magic). Examiners reward the stage-to-tool mapping.
  • Interview angle: "Which tools have you used?" Answer with stage, tool and what you did: "Synthesis in Genus on a 16-bit multiplier, closed setup at 200 MHz." A tool name without a design behind it invites a follow-up you cannot answer.
  • Common mistake: Collecting tool logos. Six tools opened once each is weaker than one flow finished end to end. Pick one simulator, one synthesis tool and one place-and-route tool, and take a single design to GDS.
  • Try it yourself: If your lab has no licences yet, run the same stages with Icarus Verilog, Yosys, OpenSTA and OpenROAD on the SkyWater SKY130 PDK. Start by getting your RTL to pass in the BitForBytes Verilog Judge.

4. Frequently Asked Questions

Are C2S EDA tools free for students?

Students do not buy the licences; institutions receive centralised academic access through the ChipIN Centre under the programme. The c2s.gov.in request page lists eligibility conditions and documents for institutions and mentions no fee, and there is no personal licence that an individual student can request.

Your access therefore depends on your college. If it is enrolled, the tools are part of your lab. If it is not, the department can apply, and you can use open-source tools in the meantime.

Which C2S tool should a fresher learn first?

Learn a simulator first, then synthesis, then static timing analysis. Those three stages appear in almost every digital design and verification interview, and they build on each other: you cannot read a timing report for a netlist you did not synthesise from RTL you did not simulate.

Place and route comes next if you are targeting physical design roles, and SystemVerilog with a simulator such as VCS, Xcelium or Questa if you are targeting verification.

Can I use C2S tools for my start-up or freelance work?

No. The undertaking that institutions sign limits use to teaching, instruction and research, and academic licence agreements with EDA vendors generally prohibit commercial work. Using a college licence for paid design work puts your institution's access at risk for every student who follows you.

Start-ups and MSMEs have a separate route. The Design Linked Incentive Scheme provides design infrastructure support, including EDA tools, to approved domestic companies through chips-dli.gov.in.

Is learning open-source EDA tools useful if companies use Synopsys and Cadence?

Yes, because the concepts and file formats are shared. Verilog, Liberty timing libraries, SDC constraints, LEF, DEF and GDSII are the same inputs and outputs in OpenROAD and in Innovus, and a timing report from OpenSTA has the same structure as one from PrimeTime.

Companies train freshers on their own tool versions and scripts anyway. What they cannot teach quickly is the understanding of why a path fails timing or why a layout fails DRC.
